Preheat the oven to 350 degrees F.
In a large bowl with an electric mixer beat the butter, granulated sugar, and brown sugar until well combined, about 1 minute.
Add the eggs, one at a time, beating until combined and scraping down the edges as needed.
Add the vanilla and eggnog and beat to combine.
Add the baking powder, salt, nutmeg, and cinnamon, and beat until combined.
Add the flour and beat until combined.
Scoop into 1 tablespoon sized cookie dough balls and place on parchment paper lined baking sheets.
Bake in the preheated oven for 8-10 minutes. They will be puffed up and slightly golden. They should not look "wet" in the center.
Let them cool for 5 minutes and then press a Sugar Cookie Hershey Kiss into the center of each cookie.
