Preheat the oven to 400 degrees F and line a baking sheet with parchment paper.
In a large bowl, combine the flour, sugar, baking powder, and salt, and whisk well to combine.
Using a cheese grater, grate the butter into the flour mixture and then combine the butter and flour together. You can do this using a pastry cutter or your fingers. Note: if you don't have a cheese grater, you can just cut the cold butter into small cubes.
Stir in the chocolate chips.
Add the buttermilk and vanilla extract, and stir until just combined, being careful not to overmix.
Transfer to a floured surface and knead into an 8-9" circle.
Cut the circle into 8 wedges. First cut the circle in half and then cut each half into four wedges.
Place onto a parchment paper lined baking sheet, keeping at least ½" between each scone.
Brush each scone with milk and then sprinkle with sugar.
Bake in the preheated oven for 18-20 minutes, until slightly golden and baked through.
