In a small to medium bowl, whisk together the soy sauce, sesame oil, ginger, garlic, and honey. Set aside.
In a large skillet, cook the ground beef over medium-high heat, breaking it up into smaller chunks as it cooks.
Add the broccoli slaw to the beef mixture, mix well, and cook another 4-5 minutes, until slightly softened.
Add the sauce, mixing well to combine, and then stir in the water.
Add the ramen noodles, tucking it into the liquid as much as possible. Don't worry if it isn't covered!
Bring to a boil, reduce heat to low, cover, and simmer for 10-12 minutes, stirring every few minutes, and flipping the ramen noodles as needed.
Serve topped with chopped green onions. Enjoy!
