Place milk in a microwave safe bowl and microwave on high for 1 minute.
Steep tea bags in milk for 10 minutes, remove the tea bags, then chill milk.
Once milk is chilled, preheat oven to 400 degrees F.
Combine flours, cinnamon, cloves, and salt in a food processor.
Add butter and pulse until the butter is well distributed and it resembles crumbs.
In a small bowl, whisk together chilled milk, egg, brown sugar, and vanilla until combined.
Combine milk mixture with flour/butter mixture in a large bowl and stir together with a wooden spoon or spatula until well combined.
Fold in apple. The dough will be sticky.
Place dough on a well floured surface and with floured hands, shape into a 9" disc.
Cut into 8 triangles and place them on a parchment or Silpat lined baking sheet, about 2" apart.
Bake for 20-22 minutes, until golden brown.
