Preheat the oven to 350 degrees F.
Spray a 9x13" baking dish with cooking spray.
In a large bowl with an electric mixer, beat together the butter, granulated sugar, and brown sugar until creamy, about 1 minute.
Add in the eggs, one at a time, beating until fully combined and scraping down the edges of the bowl as needed.
Add the vanilla and beat to combine.
Add in the pudding mix, baking powder, baking soda, and salt, and beat to combine.
Add in the flour, beating until combined.
Stir in the chocolate chips.
Spread the batter into the pan so it is evenly spread out.
Bake in the preheated oven for 30 minutes, until the top is golden brown.
Let cool for at least 10 minutes for warm slices or completely for more hand-held slices.
